Report on Developments in Emissions Testing Systems Report

Studies recently conducted by the Joint Research Centre (JRC) and some member states have shown that many light duty vehicles, particularly Euro 5 diesel vehicles, on the market today are not compliant with regulatory emission limits under real driving conditions. Previous results collected on Euro 3-5 vehicles indicate that real driving NOx emissions of light duty vehicles have barely changed over the last decade, despite increasingly stringent targets.

Random Cycle vs Portable Emission Measurement System Report

In a report released in May 2013 the non-profit International Council on Clean Transportation (ICCT) found "real-world" carbon emissions for new cars based on fuel consumption, to be about 25 percent higher on average than carmakers claim. This compared to 10 percent a decade ago.

Even before the release of these findings, legislators in the European Parliament had proposed the introduction of a tougher testing procedure by 2017: Although some EU member governments have requested a delay until 2020.
