In a report released in May 2013 the non-profit International Council on Clean Transportation (ICCT) found "real-world" carbon emissions for new cars based on fuel consumption, to be about 25 percent higher on average than carmakers claim. This compared to 10 percent a decade ago.

Even before the release of these findings, legislators in the European Parliament had proposed the introduction of a tougher testing procedure by 2017: Although some EU member governments have requested a delay until 2020.
